Senate Run To Raila For Help In the Revenue Sharing Stalemate

The highly disputed revenue sharing formula among the 47 devolved government will come to an end on Thursday.

After intense lobbying over the last few days, it was expected that the discussion is done yesterday but the debate was pushed forward to give room for consensus to be reached on the unresolved matters.

This is even as reports say that the Minority Leader James Orengo was sent to his party leader Raila Odinga whose senators oppose the formula that would see their counties’ cash to secure their support.

Sources say that Senator Orengo was tasked to seek Raila’s help to convince his troops to support the formula but push for gradual implementation.

According to the Senate Speaker, Ken Lusaka, some areas need to be tightened up in the proposed formula that has seen the Senate divide right in the middle.

“I am aware that this is a matter the entire country is waiting for our direction. It was discussed in the House Business Committee on Monday, however, there was a small committee which was consulting so that a lot consensus is built as much as possible,” Speaker Lusaka said.

” We have given them up to today 1:30 pm to finalize, unfortunately, there are areas that need to be tightened up and therefore direction. Am aware that the Leader of Majority is seeking to move a motion to ensure the matter comes to an end on Thursday at 2:30 Pm,” he said.

The previous attempts to strike a balance in the issue have failed, not even the intervention of the President could help. President Uhuru Kenyatta is said to be in support of the proposed formula by the Senate Finance and Budget Committee and he has asked his troop to lobby the Senate for its passage.

On the other side of the coin, the President’s handshake partner is believed to be reserved with the formula that would see his stronghold counties lose significantly in revenue allocation.

The turn of events has complicated the matter to the President’s soldiers in the push for the formula that has been opposed by senators mostly for Nyanza, part of Rift Valley, and Northern Kenya. They include Kwale, Turkana, Kilifi Vihiga, Mombasa, Nyamira, Narok, and Taita-Taveta counties.

Other counties are; Tharaka Nithi, Samburu, Tana River, Isiolo, Garissa, Mandera and Wajir.
