MCAs Threaten To Shoot Down BBI Over Raila Tough Stance

Members of County Assemblies (MCAs) are threatening to reject the Building Bridges Initiative(BBI) Report if their concerns will not be included.

The County Assemblies Forum (CAF) Secretary-general Kipkurui Chepkwony said another window should be opened to make amendments to the report.

“Do not tell us to take it or leave it because we can also say the same. Let us have a conversation and see if the document can be improved further,” he said.

In an interview with a local daily, Chepkwony said CAF still wants to meet President Uhuru Kenyatta and ODM leader Raila Odinga to share with them their concerns.

“We want to be heard because we play a very critical role in the process,” he stated.

County assemblies are critical to the process because they must approve the referendum push.

At least 24 county assemblies must approve the BBI Bill before it goes to the next stage ahead of a referendum.

The CAF governing council will be meeting on Thursday at a hotel in Nairobi to deliberate on their demands further.

A general assembly will then be held on Friday at the Bomas of Kenya to declare a stand on the document.

The general assembly brings together over 2, 000 MCAs and the 47 county assembly speakers.

Chepkwony said CAF is not using blackmail or intimidation to have their demands included in the report.

“It is a dialogue. It is an opportunity to strengthen devolution and we want to have a conversation to see if the document could be improved,” he said.

He urged the two principals to give directions on how the process will proceed.

“We want to know if there will be amendments to the report or not,” he added.

With the report officially launched, the proponents are required to collect one million signatures to be presented to the Independent Electoral and Boundaries Commission together with the draft BBI bill for verification.

The BBI report seeks to create Ward Development Fund that will operate in a similar fashion as the National Government Constituency Development Fund.

County governments are also set to receive enhanced allocations from at least 15 per cent to at least 35 per cent of the national revenue.

MCAs want to know how Ward Development Fund will be raised from five to 30 per cent. They also want ward reps appointed as county executive members.

They further want proper facilitation of the assemblies, the institutionalisation of CAF as well as reviewing MCAs’ salaries to mirror the formula used in determining MPs’ pay.
