The Senate Committee charged with Governor Waiguru’s case has directed the junior officers in Kiriyanga County to be suspended and investigated by the EACC.
The Committee chaired by Kakamega Senator, Cleophas Malala, reinstated Waiguru as Kirinyaga Governor citing failure by the county assembly to substantiate the impeachment charges.
The Committee also established that the charges against the embattled governor were not enough to warrant impeachment and urged the county senator to chat a way forward in which he could harmonize the relationship between Waiguru and her MCAs.
The Malala-led committee however found out that there was deliberate mismanagement of the county tenders. The senate established that the county awarded tenders to companies that were not responsive.
‘The committee noted clear mismanagement of some tenders. The tender to design, develop and install an integrated hospital management system where the full payment was made long before the user testing was done and further, the company awarded did not meet the qualifications described in the tender notice,’ Malala told Senators.
The firm that was put under the render of MCAs was Velocity Supplies Ltd. According to the MCAs, the firm was owned by Waiguru’s family and had been awarded several other tenders with various names.

Malala gave a directive to the investigative bodies to investigate the allegations that were brought before the Senate. Those who were affected by the announcement include the chief finance officer and County Supply and Chain Management director. Kirinyaga County Administration Director Pauline Kamau, Githira Wayne (ICT), and County Supply and Chain Management Director Joseph Carilus Otieno (Pictured Above) are among those that will step aside for investigation.
“The committee has recommended that specific officers who constituted the tender committees should step aside as the DCI and all other prosecutors organs look into this matter,” Malala said.
