A section of Azimio la Umoja leaders are accusing president William Ruto and Kenya Kwanza in general of embracing BBI through the back door.
This is after the head of state proposed that Cabinet Secretaries should be grilled in parliament to ensure that there is proper accountability of the government. Ruto said that will be achieved through changing the standing orders.
“I have also taken a position with my good deputy here, for the purposes of proper accountability of government, we are going to work on the standing orders so that our CSs can come to parliament so that you can ask them questions about your constituencies. Cabinet secretaries have no constituency to attend to so their constituency is in parliament,” Ruto told Kenya Kwanza lawmakers in a parliamentary group meeting that was held in Naivasha few weeks ago.
Bumula MP Jack Wamboka however says that there is no such provision in the law. According to him, when Azimio wanted to change the law to incorporate such things including the prime minister postion, Kenya Kwanza refused and what they are doing now is going through the back door to achieve them.
“I think its in not not possible in law to have ministers to come to the floor of the house. You remember we wanted to change the law through BBI, they refused. What they are now doing is going through the back door to bring these things,” the lawmaker said in an interview with a local TV station.
“Where in the constitution is a cabinet position called prime cabinet minister, they are just trying to introduce BBI through the back door but if you want these things done, some of them are very good, lets go back to the law and change the law,” Wamboka added.
