Musalia Mudavadi has been trying to shake Anglo Leasing scandal off his back but the ghosts of the multibillion shillings corruption case refuse to let him loose.
The Anglo Leasing scandal was a government procurement facilitated corruption scandal during the reign of late president Daniel Moi’s government which Mudavadi served in various capacities.
18 high-value government security contracts were awarded to fictitious companies leading to the loss of billions of shillings of public funds.
Transport Chief Administrative Secretary (CAS) Chris Obure dragged the Amani National Congress (ANC) party leader into the Ksh1.3 billion Anglo-Leasing graft scandal.
While appearing in court on Wednesday December 1st, Obure testified that Mudavadi was involved in one of the Anglo leasing projects linked to the procurement of equipment for the Postal Corporation of Kenya (PCK).
He said that the ANC leader wrote to him on May 9th 2002, seeking direct procurement of equipment for upgrading postal services in the country.
“Mudavadi informed me in the letter that it was the government’s intention to develop and upgrade the Postal Corporation of Kenya (PCK),” Obure told senior principal magistrate Anne Mwangi.
At the time, Mudavadi was the Vice President and Minister of Transport and Communication while Obure was Finance Minister in Moi’s government.
The contract was for the supply of equipment and services to be acquired by the PCK. The equipment was named VSAT hardware, computer servers, software licenses and other communication services.
Obure told the court that Mudavadi sought his permission to use direct procurement of the equipment from a US company to supply the equipment required to connect more than 900 post offices in Kenya.
He said Mudavadi informed him in a letter that the upgrading of the postal services would ease payment of teachers, postal staff and other civil servants at the grassroots.
Obure denied he abused the powers of his then office as Cabinet Minister for Finance because he believed Mudavadi when he told him the government had embarked on a program to upgrade postal services in the country.
He added that Mr Mudavadi’s request to have him approve the direct procurement in the single-sourced service was necessitated by the fact that the ministry of finance was the financier.
Obure’s testimony comes at a crucial time when Mudavadi is seeking to vie for the presidency in the forthcoming 2022 general election.
The portrayal of the ANC leader as corrupt having participated in Anglo Leasing scandal taints his reputation in the eyes of the electorates.
