Maraga Led Taskforce Raises Police KCSE Entry Grade From D

Former Chief Justice David Maraga led taskforce proposed the raising of KCSE entry grade for police officers from D plus to C- (minus).

The Maraga-led taskforce also suggested the raising of entry age from the current 18 to 21 years old.

For the marginalized areas, however, the team recommended the retention of the D plus requirement.

Also, the training for new recruits will be raised from nine to 12 months if approved by President William Ruto.

The training for cadets will however take 15 months while that of corporals at 12 months.

The far-reaching reforms and recommendations are expected to change the phase of the police service in the country.

Here are other recommendations from the taskforce

  • No officer will serve in the same county for more than three years.

  • NYS to recruit at least 100,000 annually

  • Salary increase by 40percent for Police, Prison and National Youth Service officers over the next three years

  • Better working conditions that will include consolidated medical covers and house allowance

  • Decongest prisons from current 62,448 inmates to 29,000

  • Restructuring of the Prisons Council with a chairperson with the same qualifications as those of a Supreme Court Judge.

The team led by Maraga also recommended the disbandment of the current National Police Service Commission (NPSC) team.

They directed the government to consider initiating a negotiated exit, or any other legal modality, for the current Commissioner of the NPSC.

Moreover, the Maraga-led taskforce advised that the police revert to the old uniform for three years as the designing of the new ones begins.
