Elgeyo Marakwet senator Kipchumba Murkomen’s prophecy about Huduma namba seems to have come to pass after the court declared the whole thing null and void.
Senator Murkomen had recently termed Huduma namba as one of the scandals of monumental proportions which would unnecessarily waste taxpayers money.
The senator further wondered why the country spent all those billions to get huduma namba which does not integrate everything as previously promised by the government.
Mr. Speaker, some time two years ago I think we were told that we were going to have huduma namba and the single most definition of huduma namba that was given to citizens is that we were told the single source of truth.
“Now the reality is that huduma namba has ended up being the single source of lies because up to now we cannot tell exactly why we spent that amount of money to get huduma numba yet we still go back to ID.
“We were told that it would integrate everything including your ID, your medical, your driving licences amongst others. But madam speaker, I still went to apply for my driving license a month ago.
“I had to do it separate from my ID, i still have my nhif card, i still have my insurance card, so we have become a country of basically lies because we were told that this document was going to consolidate everything that we want and as we speak at the moment, i think madam chair it will be a scandal of monumental proportion when it is properly unveiled.
“The huduma number process and the product and the resources applied is a serious scandal that we must as a house take the responsibility at the moment as we discuss this issue of the ID to find ways of holding the state accountable, to tell us what exactly was this huduma number?
The High Court on Thursday declared the Huduma Namba rollout illegal on grounds of conflicting with the Data Protection Act, 2019.
The ruling came after Katiba Institute sued the Interior Ministry, arguing that no safeguards had been given to assure Kenyans that their data will not be abused since there were no clear safeguard measures issued.
The lobby group added that the government failed to subject the fresh registration of Kenyans to the Data Protection Impact Assessment (DPIA) — a requirement under the law.
As a result, Justice Jairus Ngaah ordered the state to create safeguards to protect Kenyans’ data, as the cards have already been rolled out.
“The government should have conducted impact assessment before rolling out the Huduma Cards, I hereby order for the process to be conducted before proceeding with the rollout,” he ruled.
