Ruto Fires Back At Raila For Rejecting Calls For Consensus

Deputy President William Ruto has fired back at ODM Leader Raila Odinga on his latest stance on the Building Bridges Initiative (BBI) report.

Responding to Raila Odinga who said that there will be no fundamental changes to the BBI report, Ruto said Leaders must resist the temptation to build walls to shut out better ideas.

Raila, who on Monday appeared to have allowed a window for amendments, said on Tuesday the document is locked-in for new ideas but there will be polishing up to remove ambiguities.

But Ruto via Twitter on Tuesday night said resisting the temptation will allow Kenyans to build bridges towards consensus.

“The recommendations by CoG to better the workings of devolution which has decentralised power,  resources and growth centres thereby eliminating marginalisation deserves attention,” he said.

Minutes after Raila issued his statement, governors in their proposal to the BBI team said the Senate should be strengthened by ensuring it has veto powers on all the bills before the BBI is subjected to a referendum.

This was one of the two major resolutions made on Tuesday during the conclusion of governors’ two-day meeting in Naivasha to discuss the BBI report.

Governors also called for the introduction of the position of deputy ministers, who should be picked from Parliament.

They also want the Summit, the National Council for County Legislators and the Council of County Governors to be entrenched in the Constitution.

he CoG further said regional blocs should be entrenched in the Constitution.

A proposed Constitutional Amendment Bill would have to go through the laid out process including public participation and amendments.

This can be introduced in either of the Houses of Parliament.

If both houses pass the Bill, the President is to assent to it if it relates to matters that do not require a referendum.
