President William Ruto has clearly defined the roles of his deputy Rigathi Gachagua during a press briefing whereby he unveiled the list of individuals that he had appointed to Cabinet Secretary positions.
Ruto said that his deputy will be a very busy person and that he would assist him in carrying out the heavy responsibility bestowed upon him by the people of Kenya.
According to him, the first responsibility of his deputy will be deputizing him in the execution of all president’s functions that are allowed by the constitution.
Secondly, he will chair cabinet committees, oversee implementation of cabinet decisions across all ministries and departments.
“Number four, he will coordinate intergovernmental relations between the national government and county governments including chairing the intergovernmental budget and economic council,” Ruto stated.
Aside from that, Ruto said that his deputy will be the liaison between the constitutional commissions and independent offices in matters that require government intervention including budget, policy formulation and implementation of their recommendations.
The sixth role that Gachagua will play is to coordinate the planning and supervise the implementation of development partners funded programs and projects.
Finally he will oversee public sector reforms and any other functions that Ruto will assign him from time to time.
In clearly defining duties for his assistant, Ruto seeks to ensure what was witnessed between him and Uhuru Kenyatta occurs again.
Before elections, Ruto had promised make his deputy busy so that his office is functional, unlike what was witnessed during his second term in office as a deputy such that his opposers called for his resignation yet he was denied responsibilities.
The move was also to ensure that he is not humiliated by junior staff just as he had encountered and to also prevent any fall out with Gachagua.
“Gachagua and I will never fall out. I will not allow my Deputy President to be humiliated by junior staff. I have committed myself in writing on what will be my deputy president’s responsibilities. I promise you that my DP will be a busy person. If my DP goes rogue there is law. If he abuses office there’s a law to deal with him. I will do everything to ensure the deputy president’s office is functional and able to serve people of Kenya,” he said in interview
