President William Ruto appointed members of his cabinet including ANC leader Musalia Mudavadi as the prime cabinet secretary.
Mudavadi was promised the position in a power sharing deal within Kenya Kwanza before the general elections.
In a bid to make matters more clear Ruto went ahead to clearly state the roles of the chief minister, differentiating them from those of his deputy president Rigathi Gachagua so as to avoid confusion and misunderstandings.
Roles designated for Mudavadi include;
1.Assist the President and Deputy President in coordinating and supervising Government Ministries and State Departments.
- In liaison with the Ministry responsible for Interior and National Administration, oversee the implementation of National Government policies, programmes, and projects.
3.Chair and Coordinate National Government legislative agenda across all ministries and state departments in consultation with and for transmission to the Party/Coalition Leaders in Parliament.
- Facilitate inter-ministerial coordination of cross-functional initiatives and programs.
- Coordinate and supervise the technical monitoring and evaluation of Government policies, programs, and projects across Ministries
. 6. Perform any other function as may be assigned by the President.Â
Ruth Ambogo, the Manager of Programmes, Policy and Political Engagements at Ida Odinga’s office however says she is worried for Mudavadi.
According to her, the roles assigned to Mudavadi are very similar to Gachagua’s thus leaving the ANC leader in a difficult position.
“I am worried for Mudavadi because you could be given a ministry but when you look at the definition of what you are supposed to be doing in that ministry, one wonders if it is just a duplication of roles between you and the deputy president.
“Honestly, I see a total duplication of roles because what he is supposed to be doing for instance number one, it is said that he will be assisting the president and the deputy president when they are unavailable which is basically what the deputy president does when the president is unavailable so what if the deputy president and president are available at all times where does that leave him. That he should be able to assist in terms of formulation of policies, what if Rigathi Gachagua invests in very good policy analysts, where does that leave,” Ambogo said in an interview with NTV.
She further said that there could be conflict of interest between him and the deputy president.
“My advice to him is that if he does not have a proper team, it is going to be hell on fire. Remember we keep saying Rigathi Gachagua is not one man who will be underestimated,” she said.
