President Uhuru Kenyatta and his handshake partner Raila Odinga has come out to state when the country will conduct a referendum.
Speaking during his eleventh national address on Covid-19 the president said the country will conduct its constitution review just after the coronavirus is maintained.
President Uhuru called on the country to choose the bold path – that will ensure the country sustains peace and security as well as shared economic prosperity.
“If we view this health crisis health crisis as an opportunity, and not just a danger, then we will completely re-arrange our country, it’s constitution architecture and its heritage,” said the President.
In a move to support the push of a referendum, the President said the crafters of the new constitution noted that the new constitution was a “work in progress. For this reason, Kenya adopted it with the promise it will make it better in the future
“Ten years later, the moment to improve on it is – NOW. And as I said in my Madaraka Day Speech, we must not succumb to the paralysis of constitutional rigidity. We must treat a constitution as a living document that must constantly adjust to our emerging realities,” President Kenyatta said.
In a rejoinder to the President’s statement ODM leader Raila while speaking to Citizen TV on an interview noted that the constitution is not a rigid document that cannot be amended.
“The longevity before amending the constitution does not measure to its prudence or answering to issues of our people,” noted Raila.
According to Raila, the constitutional amendment is necessary for the inclusion of those some of the issues that were left in the 2010 constitution.
Raila also refuted claims that time was too short for the country to hold a referendum.
“Look at what they do in Europe, they can even do even two elections in one year. So this issue of time is too short is completely a miss of the point. The issue is, it (referendum) necessary?” Raila said.

Raila has on many occasions said the referendum might even be held this year.
Odinga, on Friday, April 10, Odinga insisted that the Building Bridges Initiative was not dead and the Coronavirus (Covid-19) cannot stop it. He further told Kenyans to be prepared for a referendum after the pandemic.
“We are almost there, the report will be presented to the government for implementation before being taken Parliament to come up with a bill before subjecting it to a referendum,” Odinga stated.
