President William Ruto is yet to name his cabinet days after being sworn into office as the fifth president of the Republic of Kenya.
While Kenyans wait for him to take the step, a number of Cabinet Secretaries who were appointed by immediate former President Uhuru Kenyatta are still going on with their day to day work while others have completely stopped visiting their offices like Interior CS Fred Matiang’i.
Those still in office believe that they should continue being in charge until their replacements are sworn in while others have the opinion that their term comes to an end once the person who appointed them is out of office.
CSs that are said to be still reporting to their offices on a daily basis include Health CS Mutahi Kagwe who on Thursday released a statement updating Kenyans on the state of coronavirus in the country.
Others are Simon Chelugui(Labor), Rachel Omamo(Foreign Affairs) and Lands CS Farida Karoney.
Defence CS Eugene Wamalwa and Margaret Kobia of the Public Service ministry say that they are just waiting to hand over and have even prepared their hand over notes.
“Once the former President has left office CSs are just in office waiting to hand over. CSs can be consulted but it is the PS who remain doing the day to day administration of their state departments,” Kobia said.
The Head of Public Service Commission Joseph Kinyua however issued directives to the cabinet secretaries as they wait to hand over which include;
The CSs can not pronounce new policies in their respective ministries.
Secondly, they can not travel out of the country on official duty to represent the government of Kenya.
The exiting CSs expenditure has also been limited to Kshs50 million. Those seeking to spend more than that must be cleared by the Treasury first.
The CSs can not give instructions to Chief Administrative Secretaries since they no longer have executive powers. CAS terms came to an end.
