List Of Governors Who Completely Ignored Development Projects In July-September

The Controller of budget Margaret Nyakango has revealed that 9 governors did not spend anything on development in the first quarter of the year 2023/2024

The governors include Nairobi governor Johnson Sakaja, his Machakos Counterpart Wavinya Ndeti, Kilifi’s Gideon Mung’aro and Embu’s Cecily Mbarire.

Others are; Ahmed Abdullahi of Wajir, Samburu’s Jonathan Lalelit, Simon Kachapin (West Pokot, Jeremiah Lomorukai(Turkana) and Eric Mutai of Kericho.

In the report, the Controller of budget revealed that the 9 governors spend all funds released to them on settling salaries and other recurrent expenditures with completely none of the funds being directed to development projects.

“During the reporting period, counties spend Ksh6.92 billion on development activities, representing an absorption rate of 3.7% of the annual development budget of Kshs188.13 billion. Analysis of development expenditure as a proportion of approved annual development budget shows that 11 counties did not report  expenditure on development programmes,” Nyakango said.

She further said that governors Susan Kihika, Ken Lusaka and Mutula Kilonzo Jnr of Nakuru, Bungoma and Makueni respectively, used less that 1% of their budget on development with the rest of the funds being channeled to recurring expenditures.

During the July-September period, Nairobi spend Kshs3.45 billion on recurrent expenditures while Turkana spend Kshs1.08 billion, representing 99% of funds it was authorized to use by COB.

In Nakuru, Kshs1.71 billion was used to pay salaries while Kshs1.18 billion was channeled to maintenance. Kihika only spend Kshs13.1million (0.45%) on development programmes.

Mutula on the other hand spent Kshs1.3 million(0.1%) on development while Lusaka channeled Kshs10.4 million to development out of the Ksh1.7 billion he spend during the three months.
