Lang’ata Millionaire Househelp Aside! How A Junior Officer At Education Ministry Made Millions In A Year

Joshua Ocharo Momanyi, A clerical officer at the ministry of education, state department of early learning and basic education, became a millionaire within a year by swindling millions from the ministry of education.

Momanyi, who is in charge of data entry at the George Magoha-led ministry, diverted over Kshs11 million meant for free day school secondary education to his private accounts and is currently being sought by the Ethics and Anti Corruption Commission.

The junior officer is said to have created a ghost school known as Mundeku school in Khwisero, Kakamega county and registered bank accounts that would receive the free education money channeled to the school. 

Momayi received over Kshs 11 million in his Equity bank account for the ghost school between August 22, 2017 and June 18, 2018 under the details of Mundeku school before he was discovered.

From the Equity account, he transferred Kshs.3 million to his KCB bank account at Kakamega and used Kshs980,000 to purchase a piece of land in Mavoko. He also used Kshs1.6 million to buy himself a car(Registration KCP 366L) from JAP motors limited paid Kshs750,000 in cash.

He would later withdraw Kshs3.6 million in cash from the Equity bank account and Kss3.5 million from KCB account.

Momanyi went on to buy another piece of land at Ol Donyo Sabuk  where he paid Kshs850,000 from KCB bank account.

EACC has filed a case at the Milimani Law Court seeking to recover the money that Momanyi stole from the Education Ministry. 

“A summary of all the banks through which the funds were to be paid from was prepared detailing what each bank was to receive from the Ministry of Education account held at Central Bank of Kenya (CBK) which was attached with funds requisition/approval forms. Payment vouchers were then prepared and approved before funds transfer was effected at the CBK through IFMIS system,” EACC said in court papers.
