Anti Graft Czar’s Noose Is Hoovering Over Government Official’s Neck

Ethics and Anti-Corruption Commission’s (EACC) noose is darting over an official suspected to have acquired money through unorthodox ways.

The bank accounts associated with David Kinyae Isika allegedly received Sh. 350m, when the employee earns a paltry 150,000 per month.

The anti-corruption watchdog said that it suspected that something was not right somewhere after realizing that the money that was going through Mr. Isika’s bank account did not tally with the amount of money being paid to the suspect every month. According to the anti-corruption agency, Mr. Isika only receives an official monthly salary of Sh149, 348.

However, in his account, the figures do not match that amount for the period of 2014 April and this year April. The court papers filed by the anti-graft body show that more than Sh77.4 million passed through Mr. Isika’s bank accounts between 2014 and April this year despite him being able to only earn a cumulative salary of Sh8.3 million over the seven years.

The EACC further said that there were reasonable arguments that a good chunk of money was misappropriated by the official and that several accounts belonging to his relatives are directly implicated in the spree.

“There is reasonable suspicion, given the conflict of interest and abuse of office by the 1st respondent (Mr. Isika) that the awards of tenders to the companies associated with the 1st respondent were vastly inflated or were procured through fictitious or irregular contracts secured uncompetitive through circumvention of the procurement laws and relevant laws,” the EACC says.

There were no procurement laws that were duly followed by the Ministry of Transport, Infrastructure, and Housing senior official. The money in question to have been received by Mr. Isika – and other companies associated with his proxies – is Sh.350m.

The EACC cites bank statements showing that from 2014 to date, Wanga-Tech received Sh90.4 million for contracts at the Ministry of Lands. Other beneficiaries of the contracts were Davinka Supplies (Sh127.8 million), Kola Traders (Sh33.9 million), and Brycen Smart Innovations which received Sh68.5 million.
